The first part means that until they realize that they are being oppressed they will never fight back, and the second part means that once they have rebelled they will wonder if life was really better before the Party took over. The quote directly addresses the proles as they are too busy with their own plight to be aware of such a thing, they cannot see the bigger picture. The quote itself is a metaphorical paradox.
